This tier list ranks characters based on their use cases in Player versus Environment game modes, which consists of everything aside from Arena. For Arena purposes, please review the PvP tier lists.
X - SSS ~ C Tier
This consists of most characters whose explicit purpose is acting as a DPS (damage per second) unit. This section ignores elemental bonuses. Please review the elemental DPS list further below to see placements for units who get powerful elemental bonuses, such as increased CS damage or damage modifiers. If any unit is unranked here, it is either because they should not be used as a DPS or perhaps an oversight due to the large cast of units.
Damage Buff Tier
This tier ranks characters based on their non-elemental buffing ability for attack damage. This section does not include units who lower enemy's defense. These are separated to make it easier to review while keeping a balanced subjugation team in mind (for example, you wouldn't want a full team of attack buffers or defense debuffers.) Attack damage can be increased through a variety of ways, such as attack stacks, pursuit stacks, etc.
Defense Debuff Tier
This tier ranks characters based on enemy defense break capabilities. Since most high difficulty content focuses on fighting one enemy, this list doesn't really weight characters based on if their debuff affects the whole enemy team or just one enemy. Defense can be debuffed with non-elemental and elemental debuff stacks, but this list focuses on non-elemental debuffs.
Elemental Buffer/Debuffer Tier
Fairly straightforward. Is a mix of buffers and debuffers based on their individual elemental specialties.
Healer Tier
Ranks units based on their healing capabilities, such as how much they heal and how frequently they can heal by filling their CS gauge.
Tank/Def Support Tier
Units in this tier consist of several fairly under-represented archetypes in PvE content. While tanks are extremely meta in PvP, their use cases are otherwise scarce. Regardless, these units are ranked based on supporting their team through either provoking and tanking or increasing raw defense and HP stats.
Useless Tier
Characters in this tier have virtually no effective use in the current meta. Whatever they do, dozens do better, so they really shouldn't be considered for use unless you were cursed by the Gods of Gacha™️ and have no other options. In which case...reroll your account.
Karma
If available, in the 1st slot all of these costumes want the crit chance + crit damage as the ideal damage increase option.
In the 2nd slot, you want to complement the individual costume's strength and theme, eg: Caged Vigor based units ideally want Caged vigor karma; Bold Vigor based units can have either Bold Vigor or Pursuit, based on whether they usually utilize proficient or off-type weapons, for boosting the 1 hit auto attacks from having an off-type main hand.
Pursuit based units, for the same reason as Bold Vigor units, can have either Bold Vigor, Caged Vigor, or Pursuit; this depends on whether you're using an individual unit as a Bold Vigor unit in wave 1 or 3 Subjugation, or Caged Vigor in wave 2, so that in these cases also the very powerful 1 hit off-type auto attacks will get the bonus that Pursuit wouldn't. Pursuit will still be the most versatile option, allowing an unit to be played in either scenario, Bold or Caged build, with the compromise that the 1 hit off-type auto attacks will not get the boost from Bold or Caged karma.3rd slot slot is always 30% haste (until it hopefully gets nerfed).
